Support is available for disabled children and adults, people with long-term health conditions and those whose ability to work is affected.
People living with a disability or long-term health condition in Scotland could be entitled to a range of benefits and additional financial support.
The main disability benefits in Scotland are administered by Social Security Scotland, including Adult Disability Payment, Child Disability Payment and Pension Age Disability Payment. However, several UK-wide benefits and schemes administered by the Department for Work and Pensions (DWP) remain available to people north of the border.
Guidance on MYGOV.SCOT also highlights additional support for people whose condition affects their ability to work, those who became disabled because of an accident or disease at work and help with some of the additional costs of employment.
People receiving a Scottish disability payment could also qualify for further help with care, housing, transport and travel, although some of this support needs to be claimed separately.
Here is an overview of some of the main support available.
Adult Disability Payment
Adult Disability Payment (ADP) is extra money for people with a disability or long-term health condition that affects their everyday life.
It has replaced Personal Independence Payment (PIP) for new claimants in Scotland and consists of two parts covering daily living and mobility.
People may qualify for one or both parts depending on how their condition affects everyday activities and their ability to get around.
Crucially, ADP is not means-tested. It does not matter whether someone is working and their income and savings are not taken into account.
The daily living component is currently worth £76.70 or £114.60 a week, while the mobility component is either £30.30 or £80.00.
People receiving the enhanced mobility component can also apply to lease an accessible vehicle.
Child Disability Payment
Child Disability Payment provides financial support towards the additional costs associated with caring for a disabled child.
Applications can be made for children under 16 with a physical or mental disability and a formal diagnosis is not required. Instead, applicants can tell Social Security Scotland about the child’s symptoms and how they are affected.
The tax-free benefit has care and mobility components, with different rates depending on the child’s needs.
The care component is currently worth between £30.30 and £114.60 a week, while the mobility component is worth either £30.30 or £80.00.
Children receiving the highest care component also qualify for Child Winter Heating Payment.
Pension Age Disability Payment
People who have reached State Pension age and have care needs because of a disability or long-term health condition may qualify for Pension Age Disability Payment.
It has replaced Attendance Allowance in Scotland and is paid at two rates depending on someone’s care needs. The lower rate is currently £76.70 a week and the higher rate is £114.60.
Like ADP, Pension Age Disability Payment is not means-tested, so someone’s income and savings do not affect their award. People also do not need to have someone actually caring for them to qualify.
People already receiving Attendance Allowance do not need to make a new application. Their award is transferred to Social Security Scotland.
Someone already receiving Adult Disability Payment will also remain on ADP after reaching State Pension age rather than moving to Pension Age Disability Payment.
Scottish Adult Disability Living Allowance
Some adults in Scotland may also receive Scottish Adult Disability Living Allowance.
This is for people whose existing Disability Living Allowance awards are being transferred from the DWP to Social Security Scotland rather than a benefit generally open to new applications.
Transfers from DLA began in March 2025. Some people receiving Scottish Adult DLA can choose to apply for Adult Disability Payment instead, depending on their circumstances.
Universal Credit
People whose disability or health condition affects how much they can work may be entitled to additional support through Universal Credit.
Universal Credit is a monthly payment towards living costs, with entitlement depending on someone’s circumstances, including their income and housing costs.
The DWP may require someone to undergo a Work Capability Assessment to establish how their condition affects their ability to work.
Depending on the outcome, they may qualify for an additional amount of Universal Credit.
Employment and Support Allowance
New Style Employment and Support Allowance (ESA) may be available to people whose disability or health condition affects how much they can work.
It can provide money towards living costs where someone is unable to work as well as support to return to employment where they are able.
People can potentially claim ESA whether they are employed, self-employed or unemployed, although eligibility rules apply.
Some people may be able to receive New Style ESA alongside Universal Credit.
Access to Work
Financial support isn’t limited to people who are unable to work.
The UK Government’s Access to Work scheme can provide practical help to disabled people and those with physical or mental health conditions to get or stay in employment.
Support can include grants towards specialist equipment and assistive software, a support worker, additional travel costs where someone cannot use public transport and adaptations to a vehicle.
It can also provide mental health support and communication assistance at job interviews.
An Access to Work grant does not affect other benefits and does not have to be repaid.
Industrial Injuries Disablement Benefit
Industrial Injuries Disablement Benefit could be available where someone became disabled or developed an illness because of an accident or disease at work.
It can also apply where the accident or disease arose while someone was taking part in an approved employment training scheme or course.
How much someone receives depends on their individual circumstances.
Blind Person’s Allowance
Blind Person’s Allowance is different from a benefit payment.
It provides an additional tax-free allowance, allowing eligible people to receive more income before they begin paying Income Tax.
It is listed by GOV.UK among the additional financial support potentially available to disabled people.
Extra support linked to disability benefits
Receiving a disability payment can potentially open the door to other financial help.
MYGOV.SCOT says people receiving Adult Disability Payment, Child Disability Payment, Pension Age Disability Payment or Scottish Adult DLA could qualify for additional benefits, services and payments towards care, housing, transport and travel.
These are not necessarily awarded automatically, so people may need to make separate applications.
Scottish Government guidance advises people to check their entitlement as soon as possible because some payments cannot be fully backdated.
Short-term Assistance
Scotland also has a benefit called Short-term Assistance for certain people challenging a decision to reduce or stop a disability payment.
It can replace the amount by which someone’s existing ADP, Child Disability Payment or Pension Age Disability Payment award has been reduced while their challenge is considered.
Importantly, eligible Short-term Assistance generally does not have to be repaid even if the challenge is unsuccessful.
